Persistent questioning of AIMIM Bihar president and MLA Mr. Akhtarul Iman on the Floor of the House holding the state government accountable for its neglect finally got the government to budge a little in a positive direction

The fundamental task of any political representative after winning an election is to raise pertinent issues of their constituencies in the House of which they represent. Thus, when they strongly presented pressing concerns pertaining to minorities, Dalits specifically, with issues related to the Legislative Assembly Amour Baisa of Bihar, these questions were very much in line with their duties.

In particular, concerning questions were raised about the lagging work of schools and hospitals in relation to education and health and the MLA asked about what concerted efforts would be made to resolve these problems. During the tenuous COVID lockdown, schools were closed for over a year and while efforts are now being made to open them, there are still a host of unsettled difficulties in this arena.

On discussing the education policy in the House, pertinent persistent questions were raised regarding education, Urdu language, and madrasas.

Recently, All India Majlis-e-Ittehad-ul Muslimeen (AIMIM) Bihar Pradesh and Floor Leader Mr. Akhtarul Iman had a grilling discussion raising questions on the education policy of the Government of Bihar in the House during the debate on the education policy. It appeared that the government was playing a double game by their disquieting rant that Urdu was not required in educational institutions. It is noteworthy to remember that Urdu is the second official language, which is the mother tongue of about 20 million people in Bihar.

In the assembly, incessant issues were elevated on a platform to address the agonizing pain the public suffered due to education budget cuts and the weak faulty system of education in Bihar.

The fundamental task of any political representative after winning an election is to raise pertinent issues of their constituencies in the House of which they represent.

In the House, the AIMIM MLA demanded ethical high standards in the education workforce when working on the education of the children of poor, Dalits, and backward people. However, it is relevant to note that in 2014-15, while 18.8 percent of the budget amount was given to the state, in 2020, there was a great reduction of 1 percent impacting the poorer masses negatively and this concerning reduction was addressed.

While one sees the government coming on the House very strongly on the status of education, it was said that in 2012-13, there was a registration of 154 lakh children, while in 2018-19, 141 lakhs (hence a staggering amount of 46 lakhs) are left out. Shockingly, now more than a million children are still not registered and the government showed no signs of doing so. These worrying “oversights” on the part of the government were questioned.

While debating on the education policy, the difficulties that teachers faced was discussed, AIMIM MLA said that while there would be one teacher to approximately 30 children, in Patna there is one teacher to 53 children, in Munger to 51 children, and in Purnia there is a teacher on a high number of 75 children, and in the Amour Baisa assembly constituency (of Bihar), Hafania High School (of his constituency) appallingly has only 2 teachers for a very high load of 600 students.

Continuous drumming questions pressed on, in the House, stressing specifically also on the shortage of teachers and the MLAs stated that the only way out of this grueling conglomerate to ensure the appointments would be to clear those who have passed the TET as soon as possible to create for new enrolment of teachers. They also demanded not to remove teachers from education centers.

Engaging discussions were also held of the shortage of Urdu teachers in training colleges and the AIMIM leader of Bihar Mr. Akhtarul Iman urged the state government for their reinstatement. The MLA strongly raised up the core issues that the Urdu population has been battling with for a long time.

On questioning the government’s stand regarding Madrasa education and education of minorities, the Floor Leader said that the government has not yet approved the madrasas falling in the 814 category of 2459, which have been reported or had been given.

While the High Court has spoken about the pension of madrasa teachers, the government is unwilling to give pension, so they questioned the very weak and faulty education framework in Bihar.

Studies reveal that the situation of minorities and the Urdu speaking population is deplorably the worst in Bihar. They are anguished by severe difficulties they face and are bearing the worst brunt of scarcities in every field. It appears evident that the government is adopting a nonchalant double-natured attitude towards the Urdu speaking population.

“In 2006, the same government discontinued Persian education, and now in May 2020, letter No: 779 has been issued as an optional subject of Urdu, which has virtually closed the pathway to Urdu education,” Akhtarul Iman said in the House.

Referring to the education in the House through Urdu medium, Mr. Iman said on quoting the Constitution that the basic education in Urdu (mother tongue) is being discussed. However, the Urdu Advisory Committee has not been revived, and the Urdu Library is ignored and not revived too.

“Shams-ul-Huda Madrasa which is an old madrasa has only three teachers instead of nine, and only one teacher has been appointed instead of twelve in the junior class,” Iman raised the issue.

A hospital in Hafnia village under the Amour Baisa constituency was closed for 20 years and is now being reopened. There is a high school in the same village which had only two teachers, but now on an encouraging note has increased to four teachers.

The historical changes that have taken place in Rauta and Amour markets are evident to everyone, including the toilet that had been built. However, it appears malicious efforts had been made to prevent recovery in these areas.  Electricity connections were halted and only after much struggle is now being resumed.

During harsh monsoons, lands remained miserably immersed in floods causing deep distress to the poorer population. After concerted efforts of AIMIM Bihar president Mr. Akhtarul Iman, the government had recently announced compensation for 30 people. They are reaching out and giving compensation to all the flood victims. He and his team are also conducting inquiries in this regard at many places.

The important works done in the area are as follows:

In the budget session of Bihar Legislative Assembly, the MLA Mr. Akhtarul Iman strongly presented the problems related to Amour Assembly Constituency to the government within the House which are as follows:

1) D BR- 27R- 250 (Construction of Raseli Ghatpool whose DPR (Delated Project Report) is being made.

2) BR 128B (Steep Pool) being formed by DPR Department.

3) No hurdle would be created by the administration on cutting soil on private land because since the MLA raised this matter in the House, the concerned Minister made it clear that there is no restriction on cutting soil on the Ryati land.

4) Hafnia High School (of his constituency) previously employed only 2 teachers, now the number of teachers has increased to 4.

5) Hafnia Hospital which was closed for the last 20 years was reopened. The MLA first arranged to resume the hospital and the doctors and nurses have started performing their services smoothly.

6) Construction of girls’ hostel established in Rauta and Amour was long pending. When this matter was placed before the Minister in the House, the Honourable Minister has clarified that the construction work of both the hostels will be completed by May 2021.

7) In Amour and Baisa Blocks, the situation of shabby wires and polls is also kept in the House by the Honourable MLA, in response to which the Minister of Energy has clarified in his reply that work is in progress and the remaining work will also be done soon.

8) In response to the question in the House also regarding the shortage of doctors, the concerned Minister said that the department has written a letter to the (Bihar) State Technical Service Commission regarding the appointment of doctors, and doctors will be reinstated very soon.

9) Shortage of revenue staff is a serious problem all over Bihar. When the matter was raised by the Honourable MLA in the Legislative Assembly, the Minister took the question very seriously and said in his response that the revenue staff will be reinstated soon.

The great endeavors, hard work put in by AIMIM Bihar president Mr. Akhtarul Iman and MLA, and their persistent questioning on the Floor of the House holding the state government accountable for its neglect finally got the government to budge a little in a positive direction.
