Congress leader and former Finance Minister P Chidambaram on speaking at a press conference held at the Congress headquarters on Tuesday described the Union Budget 2022-23 as disappointing and said that there is nothing for the poor, weak, tribals, youth, middle class and it is a completely ‘capitalist budget’.

Mr. Chidambaram said that no steps have been taken for the common man in this budget, so the public totally rejects this budget. He said that seven, eight important aspects related to the general public were in front of the Modi government and the Finance Minister, but they have not been given any attention and by completely denying them, the budget has been made a feeder of the capitalist system. He said that the country’s economy is at the level of 2019-20, that is, the country’s economy is running behind two years, but the government has not taken any steps in the budget to emerge from it.

He said that no efforts have been made in the budget to muster resources for how the work will proceed. Per capita expenditure has come down from Rs 62,056 in 2019-20 to Rs 59,043 in 2021-22 and 4.6 crore people have been covered under the government’s budget. They have been pushed into severe poverty due to policies but arrangements have not been made to deal with it. The Congress leader said that crores of jobs were lost and the sources of income of 84 percent of households were lost.

Per capita income has come down from one lakh eight thousand to one lakh seven thousand. Per capita expenditure reduced from 62 thousand to 59 thousand. The future of youth, especially rural children, has gone dark, with the country reaching 101 in terms of malnutrition out of 116 countries and inflation crossing six percent. He said that the way the Finance Minister has presented this budget, there has been a cruel joke on the poor, youth, employed, middle class, farmers, Dalits, tribals, urban poor.

He emphasized that there is no word to control inflation. Nothing has been done in the budget to give money to the poor and cut taxes. Public welfare has been dumped and subsidies have been cut in all sectors. Shri Chidambaram said that all types of subsidies have been cut in the budget. There was a cut of 35 thousand crore rupees in the fertilizer of the farmer. There have been cuts in the schemes for the welfare of farmers and even a ruthless cut of 27 thousand crores has been made in MNREGA.

He stated emphatically that this budget was a blow to the poor and middle class and for this class will not forgive this government. He said that the budget speech of the Finance Minister was the most capitalist speech ever read by a Finance Minister. The finance minister has mastered the jargon of capitalist economics. The per capita income in the country has come down from one lakh eight thousand to one lakh seven thousand.

He said, that there is nothing for Bihar in the Make in India under which those announcements were made. There is nothing for the youth here. This is completely disappointing for poor states like Bihar.

Mr. Yadav pointed out that during the elections, the Prime Minister had said that Bihar would be given special status when his government was formed. Similarly, he had announced that every year two crore youths would be given jobs, but these announcements of the Modi government remained just a jumla. No such announcement has been made in the budget, which will benefit the poor and common people.

He said that the manner in which Bihar has been neglected in the budget warrants the reaction of Chief Minister Nitish Kumar. It is very sad that there was no discussion anywhere in this budget for Bihar.

Overall Disappointment

While Prime Minister Modi says Budget 2022 is ‘people-friendly, progressive’, will give wings to the ambitions of youth, there are no concrete steps to provide such for the youth according to the deductions of the economic pundits.

Farmers’ unions allege the budget as an ‘attitude of revenge’ and farm unions are very bitter about the failure to prioritize agricultural expenditure. “It is clear from this Budget that the government is working with an attitude of revenge against farmers. It has failed to deliver on its promise to double farm incomes by this year,” said Rakesh Tikait, who heads a faction of the Bharatiya Kisan Union (BKU) in Uttar Pradesh.

The failure to hike PM-KISAN payouts, the slashing of the PM-ASHA scheme budget from ₹400 crore to ₹1 crore, and the low levels of disbursement from the Agriculture Infrastructure Fund were identified as key issues.
