While PM Modi planned to address a rally in Ferozepur on Wednesday, the event was cancelled as BJP says over the ‘security breach’ of Prime Minister Narendra Modi in Punjab.

Letters from the state’s Additional Director General of Police (Law and Order) have emerged where it reveals he wrote to his juniors ahead of the PM’s rally in Ferozepur that was subsequently cancelled on Wednesday.

In the three letters which were written to the Punjab Police officers, including ADGPs and DGPs, the state administration was asked to ensure proper security arrangements and traffic restrictions are in place due to the farmers’ agitation.

Contents of the Letters

One of the letters by the ADGP (Law and Order) stated, “As you are aware that PM’s rally is being held in Ferozepur on January 5, 2022, around 1 lakh people are being mobilised by the organisers from all the districts of Punjab. There is likely to be a lot of public traffic and a large number of VIPs moving to the district Ferozepur on January 5, 2022. You are requested to make the necessary security, traffic and route arrangements in your area by deploying forces at important points.”

“You are further directed to keep a watch on the movement of farmers and they should not be allowed to move to Ferozepur district to disrupt the rally. Any dharna may result in roadblocks, therefore please make the necessary traffic diversion plan in advance. Please brief your SSPs personally to assess the plan of farmers and make necessary arrangements accordingly at a personal level,” it read.

In another letter to the Punjab Police officers said that forces should be deployed to ensure smooth traffic movement and also mentioned the likelihood of roadblocks by farmers and planning an alternate traffic diversion plan.

“You are requested to make the necessary traffic and route arrangements in your area to ensure smooth movement or traffic by deploying forces at important points. Recovery vans should also be kept ready to avoid blockade by broken-down vehicles. There are a large number of dharnas going on in most of the districts. Farmers are also likely to hold dhamas on January 5, 2022. These dharnas may result in roadblocks in many places. Please make the necessary traffic diversion plan in advance,” it said.

“Due to rain prediction on January 5, 2022, the CM and other VIPs may also be moving into your area on roads, especially Chandigarh to Ferozepur sector. Please plan route arrangements accordingly in advance at your personal level,” the letter stated.

“Ferozepur is a land of sugarcane fields, drains and tube wells, take these into consideration on deployment. At Husseinwala, the helipad is careful for in-depth deployment without weapons. Deploy dogs on routes leading to a venue in proximity to the venue. Ensure photographs of anti-national elements and equipment like tiffin. Try waterproofing the front sectors (through organisers) and through anti-sabotage, checking of umbrellas if at all they are allowed in the pandal. Please ensure that protestors don’t block the rally route and plan in advance,” it further said.

What Led to the Cancelation of the Rally?

The PM’s rally in Punjab was cut short following a “major security lapse” when his cavalcade was stuck on a flyover for 20 minutes due to a blockade by a crowd of people surmised to be farmers.  Interestingly, among the mob was also a BJP flag. While the convoy was stuck amid private cars approaching, it appeared to be a major security breach. While Prime Minister Modi’s car remained stuck on the flyover, SPG personnel surrounded his car to prevent to protect him.

After this, his rally was cancelled and he remarked, “Thank your CM, at least I reached Bathinda airport alive.”

Following the incident, the Union Home Ministry sought an immediate report from the state government and strict action against those responsible.

Chief Minister Charanjit Singh Channi earlier said that there were neither any security lapses nor any attempt to attack PM Modi during his visit to the state on Wednesday. The Punjab Government has constituted a high-level committee to thoroughly investigate the lapses that occurred during the PM’s visit.

BJP and Congress Lock Horns Over the Issue

Congress says that there were no crowds for the rally and while 7000 seats were set out, only around 700 appeared as CM Channi was heard saying in a video and it is surmised that BJP, when getting news of it saved the PM some “humiliation” by slipping out.  The Punjab Chief Minister Charanjit Singh Channi also said the Prime Minister was supposed to fly by helicopter but he suddenly changed plans at the last moment and decided to travel by road, thus giving them very little time to prepare.

Congress also blamed BJP for the security breach and Congress general secretary and chief spokesperson Randeep Surjewala said that the former should stop indulging in blame games and the BJP should introspect its “anti-farmer” attitude. “When farmers are protesting, no one wants to listen to PM Modi. Now you are blaming the Punjab government,” he said.

JP Nadda alleged that the Congress-led government in Punjab is trying all tricks to prevent PM Modi’s programmes in the poll-bound state, fearing defeat in the impending assembly election.

Investigation on the Security Lapse

The Supreme Court today took up a petition seeking a thorough investigation into the security lapse during Prime Minister Narendra Modi’s visit to Punjab on Wednesday. The plea, filed by the NGO Lawyers Voice, has sought action against those responsible for the security lapse and appropriate directions to the Punjab government to prevent the recurrence of such an incident in the future. On Wednesday, PM Modi’s cavalcade was stuck on a flyover in Punjab for nearly 20 minutes due to farmers blocking the flyover. Private cars were also seen approaching the cavalcade, which was a major security lapse.
